Melanie Fink at ESIL-Salamanca joint webinar on externalisation of EU migration policies
On 10 June 2021, the ESIL Interest Group on the EU as a Global Actor organised a joint webinar with the University of Salamanca, Faculty of Law on ‘The externalisation of EU migration policies in light of EU constitutional principles and values: a global actor to trust?’
The webinar addressed the latest developments in the externalisation of EU migration management, particularly those implemented in cooperation with third countries. The speakers reflected on the compliance of these developments with the requirements imposed by the EU constitutional framework, specifically with the principles and values that should guide the Union’s external conduct in this area.
The event was opened by Tineke Srik, Member of the European Parliament, LIBE Committee, which was followed by two panels. Melanie Fink, Assistant Professor at the Europa Institute and member of the Coordinating Committee of the ESIL Interest Group EU as a Global Actor, chaired the second Panel. The panel opened with Juan Santos Vara (University of Salamanca) who talked about the externalisation of border controls and the role and activities of the EU agency Frontex in the territory of third states. He was followed by Mariagiulia Giuffre (Edge Hill University) with a presentation on the extraterritorial jurisdiction in rescue operations on the high seas. Closing the panel was Lilian Tsourdi (Maastricht University) who took up the topic of EU funding and its role in externalisation practices.
