Representative Assemblies in Interface Zones: The Cases of Poland and the Netherlands in Post-Napoleonic Europe

The talk seeks to explore how the parliamentary discourse may evolve in a situation of revolutionary fluctuations and structural discontinuities, focusing on the representative assemblies established in the Netherlands and on the lands of the erstwhile Polish-Lithuanian Commonwealth in the post-Napoleonic period. Indeed, the two contexts open up a vast space for such study. First and foremost, both regions were situated on imperial fringes (having peripheral and/or buffer status), what resulted in the fact that political and institutional arrangements therein were unstable and highly dependent on the international situation. Moreover, the political landscape in both contexts was profoundly shaken and transformed during the Atlantic Revolutions (i.e. anti-Habsburg Brabant revolution and anti-Russian war and insurrection in 1792-1794), and subsequently re-established after the 1815 Congress, and after the wave of 1830 insurrections. Being built upon a plethora of political changeovers, encompassing and readapting inherited traditions from bygone revolutionary decades, striving to adapt to a newly established order, and searching for ways to represent national interests, representative bodies in these regions were of truly composite character.
About the speaker
Dr. Kuligowski is an NCN-funded research fellow at the Tadeusz Manteuffel Institute of History of the Polish Academy of Sciences, Warsaw, Poland. In 2019, he defended his PhD thesis in history at the Faculty of History, Adam Mickiewicz University, Poznań, Poland. He has been a visiting PhD student at the Jagiellonian University in Cracow, Poland (2016-2017) and Université Paris-Est-Créteil (2019-2020); as well as a visiting fellow at the École Normale Supérieure, Lyon (2020) and Free University of Berlin (2022). His research interests revolve around 19th century Polish and European history, history of concepts, parliamentary history, and methodology of humanities. His current research project, financed by the Polish National Science Centre, aims at investigating the parliamentary discourses in Poland and the Netherlands in post-Napoleonic Europe. He focuses on rhetorical sequences, key concepts and conceptual changes, as well as on inherited traditions and transnational inspirations exerting an influence upon parliamentary proceedings.
