Explanatory notes
How much tuition fee you pay depends on:
- your study programme
- the academic year
- your nationality or residence status
- whether you have previously followed a Dutch higher education programme
Find out below how these factors influence the amount you have to pay.
Who does this apply to?
You will pay statutory tuition fee if you meet all the following criteria:
- You are a national of Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Suriname, Sweden or Switzerland; or you have a different nationality but have a residence permit that meets the eligibility requirements for DUO student finance. Find out on the DUO website whether your residence permit meets the eligibility requirements.
- You are following a government-subsidised study programme. The majority of study programmes at Dutch universities and universities of applied sciences are subsidised by the Dutch government.
- Between 1 September 1991 and the start of this your study programme, you have not obtained a similar diploma for a government-subsidised study programme at a Dutch university or university of applied sciences. For example: you have already obtained a bachelor’s diploma and are going to follow a second Bachelor’s programme.
Exceptions
Halving of tuition fee
Until the academic year 2023-2024, you are only required to pay half the tuition fee in the following situations. As of the academic year 2024-2025, this exception no longer applies.
- If you have not previously been registered at a Dutch higher education institution and you are starting a bachelor’s programme for the first time, you pay half the statutory tuition fee for your first year of study.
- If you are going to do a teacher training programme and you started a bachelor’s or associate degree after the academic year 2018-2019, you pay half the statutory tuition fee for your first year of study.
A number of Leiden University study programmes are not subsidised by the Dutch government. For these programmes, students of all nationalities pay the institutional tuition fee for non-government subsidised study programmes. The tuition fee amount varies from programme to programmes. Who does this apply to?
You will pay the Institutional tuition fee for students from outside the EEA, Suriname or Switzerland if you meet all the following criteria:
- You are not a national of one of the following countries: Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Suriname, Sweden or Switzerland.
- You are following a government-subsidised study programme.
Exceptions
- You have a residence permit that meets the eligibility requirements for DUO student finance. Find out on the DUO website whether your residence permit meets the eligibility requirements.
- If your study programme is a teacher training programme, you will pay an institutional tariff equal in amount to the statutory tuition fee.
- If you are studying at Leiden University within the framework of a cooperation agreement, you will pay the tuition fee stated in the cooperation agreement.
- Due to the situation in Ukraine, Ukrainian nationals who commenced a study programme at Leiden University in the academic year 2022-2023 and who continue following that same study programme, are entitled to pay a reduced institutional tariff equal in amount to the statutory tuition fee for the duration of their study programme. This ruling ceases to apply if the student switches study programmes or progresses onto a different study programme.
Who does this apply to?
If you are following a second bachelor’s or master’s programme in the Netherlands, you will pay an institutional tuition fee that is higher than the statutory tuition fee.
You will pay the Institutional tuition fee for a second study programme if you meet all the following criteria:
- You are a national of Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Suriname, Sweden or Switzerland; or you have a different nationality but have a residence permit that meets the DUO student finance eligibility requirements. Find out on the DUO website whether your residence permit meets the eligibility requirements.
- Between 1 September 1991 and the start of this study programme, you have obtained a diploma for a similar government-subsidised study programme at a Dutch university or university of applied sciences. (For example: you have already obtained a bachelor’s diploma and are going to follow a second Bachelor’s programme).
- You are following a government-subsidised study programme. The majority of study programmes at Dutch universities and universities of applied sciences are subsidised by the Dutch government.
Exceptions
- Are you following a bachelor’s or master’s programme at Leiden University for the first time, and are you starting a second bachelor’s or master’s programme at Leiden University directly after* and will remain registered for this study programme without interruption** from the start of this second study programme? If so, you will pay an institutional tariff equal in amount to the statutory tuition fee.
*By ‘directly after’ is meant that you will begin your second study programme in the academic year directly following the academic year in which you completed your first study programme.
** By ‘without interruption’ is meant that you renew your student registration at that start of each academic year (September). - If your second study programme is in the field of healthcare and you have not previously followed a study programme in the field of healthcare, you will pay the statutory tuition fee.
- If your second study programme is a teacher training programme, and you have not previously followed a teacher training programme, you will pay the statutory tuition fee. If you have previously followed a teacher training programme, you will pay the institutional tariff equal in amount to the statutory tuition fee.
- Are you starting a second bachelor’s or master’s programme but you have not yet completed your first bachelor’s or master’s programme at a different Dutch higher education institution, and will you remain continuously registered for this study programme, without interruption? If so, you will pay the statutory tuition fee.
Why do I pay more for a second study programme?
For your first study programme you pay statutory tuition fee. To cover the cost of your education, the university receives a contribution from the Dutch government. For a second study programme the university does not receive a government contribution. This is the reason why you pay Institutional tuition fee for a second study programme. Want to know more? In the following circumstances you are entitled to pay a lower institutional tuition fee.
- This fee is equal in amount to the statutory tuition fee.
- You may not pay this fee with a proof of tuition fee payment (Bewijs Betaald Collegegeld - BCC) from another educational institution
When does this fee apply?
- Second study programme at Leiden University
You have followed a first bachelor’s or master’s programme at Leiden University, and are starting a second bachelor’s or master’s programme at Leiden University directly after* and will remain registered for this second study programme without interruption**.
*By ‘directly after’ is meant that you will begin your second study programme in the academic year directly following the academic year in which you completed your first study programme.
** By ‘without interruption’ is meant that you renew your student registration at that start of each academic year (September).
- Teacher training programme
- You have previously completed a teacher training programme and will follow another teacher training programme, or
- You are not a national of an EEA country, Suriname or Switzerland, and do not have a residence permit that meets the eligibility requirements for DUO student finance, and are following a teacher training programme.
- Ukrainian students
You are a Ukrainian national and started a study programme at Leiden University in the academic year 2022-2023. This ruling ceases to apply if you switch study programme or progress onto a different study programme.
The tuition fee for pre-master or conversion programmes depends on the number of study credits (ECs).
- Up to 60 EC there is a fixed amount per EC
- For 60 EC or more you pay the statutory tuition fee
For the Liberal Arts & Sciences programme at Leiden University College The Hague (LUC), you pay an additional institutional fee on top of the tuition fee applicable to you.
